Act 13) that preempted local regulation of oil and natural gas drilling unconstitutional based on provision in PA Constitution  (Environmental Rights Amendment) imposing limitation on legislature's ability to limit local governments' ability to protect local citizens; Court determined that local officials have constitutional authority to protect residents from impacts of drilling).
